I am trying to show you how to create Water over leaves or grass using adobe photoshop.

[1] Now open your image.

[2] Then take the Brush Tool and use these settings.

[3] Now make the new layer.

[4] Then use the brush tool as shown image below.

[5] Now go to Filter>Distort>Wave use these settings
, press the Randomize button so many time.

[6] Your image should be look like this.

[7] Then go to Blending Option and select the
Drop Shadow apply the following settings.

[8] Do not click ok now select the
Inner Shadow use these settings.

[9] Then select the Inner Glow
apply the following settings.

[10] Now select the Bevel and Emboss
apply these settings.

[11 Now change the
Blending Mode Lighten.

[12] Your final image should be look like this.
